Complete List of Electricity Rates per kWh, Effective November 1, 2024
Jakarta – The Ministry of Energy and Mineral Resources (ESDM) has decided not to increase electricity tariffs for non-subsidized customers of PT PLN (Persero) in the fourth quarter of 2024. This will apply for the period of October, November, and December 2024.

Jisman P. Hutajulu, the Director General of Electricity at the Ministry of ESDM, stated that according to the Ministerial Regulation of ESDM No. 7 of 2024 regarding Electricity Tariffs Provided by PT PLN (Persero), electricity tariff adjustments for non-subsidized customers are made every three months. This adjustment is based on changes in macroeconomic parameters, such as the exchange rate, Indonesian Crude Price (ICP), inflation, and the Reference Coal Price (HBA).
The macroeconomic parameters for the fourth quarter of 2024 are based on the realization of these parameters from May to July 2024. Accumulated changes in these economic factors should have led to an increase in electricity tariffs. However, he added that the government has decided not to adjust electricity tariffs for non-subsidized customers during October to December 2024.
"Based on the four parameters, the adjustment for non-subsidized customers should have led to an increase in tariffs compared to the third quarter of 2024. However, in order to maintain public purchasing power and industrial competitiveness, the government decided that electricity tariffs will remain unchanged," Jisman said recently.
At the same time, Jisman also noted that the electricity tariffs for 24 subsidized customer categories, including social customers, low-income households, small businesses, small industries, and customers using electricity for micro, small, and medium enterprises (MSMEs), will also remain unchanged. "The Ministry of ESDM hopes that PT PLN (Persero) can continue to optimize operational efficiency and increase electricity sales volume, thereby keeping the Cost of Supply (BPP) per kWh stable," Jisman said.
So, what are the electricity tariffs for 13 non-subsidized customer categories that will apply from November 1, 2024? Here’s the list:
R-1/TR 900 VA: Rp 1,352 per kWh
R-1/TR 1,300 VA: Rp 1,444.70 per kWh
R-1/TR 2,200 VA: Rp 1,444.70 per kWh
R-2/TR 3,500-5,500 VA: Rp 1,699.53 per kWh
R-3/TR 6,600 VA and above: Rp 1,699.53 per kWh
B-2/TR 6,600 VA-200 kVA: Rp 1,444.70 per kWh
B-3/Medium Voltage (TM) above 200 kVA: Rp 1,114.74 per kWh
I-3/TM above 200 kVA: Rp 1,114.74 per kWh
I-4/High Voltage (TT) 30,000 kVA and above: Rp 996.74 per kWh
P-1/TR 6,600 VA-200 kVA: Rp 1,699.53 per kWh
P-2/TM above 200 kVA: Rp 1,522.88 per kWh
P-3/TR for street lighting: Rp 1,699.53 per kWh
L/TR, TM, TT: Rp 1,644.52 per kWh
